SIM Card in Phnom Penh: My Honest Smart Review
If you are moving to Phnom Penh or already living here, figuring out the right SIM card can feel confusing at first. There are three main providers everyone talks about, Cellcard, Smart, and Metfone. I have used Smart for years, so this post is mostly my real experience. I also share what I know about the other two, based on friends, family, and general research.
Cellcard and Metfone are two networks I have not personally tested, and I will not pretend otherwise. But I can tell you exactly what using a SIM card in Phnom Penh with Smart actually feels like. That includes the good parts and the annoying parts nobody warns you about.
Why I chose a SIM card in Phnom Penh with Smart
I started using Smart a long time ago and never switched. My current plan is simple. Right now I pay $1.5 for 15GB of data per week, and for how much I use my phone, that price has always felt fair.
Most of my data use happens wherever there is no WiFi. That could be running errands, sitting at a cafe, or moving around the city. Since I rely on it so heavily, reliability matters more to me than raw speed.
The app I actually use every week
For topping up and checking my balance, I use the “ SmartNas “app. It is genuinely easy to use. Simplicity matters a lot, since I am not someone who wants complicated systems just to add credit to my phone.
The disappearing balance mystery, a true story
Something happened to me once. If you use a SIM card in Phnom Penh long enough, it will probably happen to you too.
My balance started disappearing fast right after I topped up my phone. When I called to ask why, the company told me my number had been connected to apps I never signed up for. I had no idea what they were talking about, and I never subscribed to anything on purpose. After they removed the connections, nothing strange has happened again.
This is actually a common problem here. You top up $5, and by the next day your balance is almost gone. No calls were made, and nothing unusual was browsed. Often it turns out to be an accidental subscription, like a horoscope service, a ringback tone, or a lucky draw SMS. These usually get triggered by clicking a pop up while trying to stream a football match. If your balance disappears mysteriously, this is the first thing worth asking the company about.
Where I buy my SIM card in Phnom Penh
My SIM comes from ” Malen Phone Shop”. They sell all three providers, Smart, Cellcard, and Metfone, at proper prices. Buying there feels the same as buying directly from a Smart Shop, since they still require ID to register the SIM.
The process is simple. First you choose the number you want. Then you verify with your ID, and after about fifteen minutes, they hand you an activated SIM. Since the shop is close to where I live, I never have to travel far to sort out a SIM card issue.
City versus suburbs, from what I have noticed
Service with Smart is noticeably faster in the city than in the suburbs. If you live or work mostly in central Phnom Penh, you likely will not notice any issues. Further out, signal can feel a bit weaker.
What about Cellcard and Metfone
Since I have never personally used Cellcard or Metfone, I will not pretend to review them like I have. Here is what I know instead, based on general research and people around me.
Cellcard is generally known for strong speeds, especially in cities. This makes it popular for video calls or streaming. Metfone, on the other hand, is known for the widest coverage across the country, including rural provinces. That makes it a common choice for people who travel outside Phnom Penh often, or who want a more budget friendly plan.
My cousin, aunt, and uncle all use different providers for their businesses. None of them have had a bad experience. It really depends on what you need.
So which one should you choose
Based on my own years of experience, Smart has worked well for me. It is reliable, affordable, and easy to manage through the app. If speed in the city is your top priority, people say Cellcard is worth looking into. For frequent travel outside Phnom Penh, or the widest coverage, Metfone is the one people recommend most.
Keep an eye on your balance the first few weeks, whichever provider you pick. Mystery charges from random subscriptions are more common here than people expect. Now you know exactly what to ask the company if it happens to you.
